Description (partial)

Symptom:
when we remove "access-list remark" statement, it's deleted the whole ACL

csra01#sh run | s access-list 10
access-list 10 permit 192.168.1.1 0.0.0.0
access-list 10 remark Nat-test
csra01#conf t
Enter configuration commands, one per line.  End with CNTL/Z.
csra01(config)#no access-list 10 remark Nat-test

Conditions:
when we remove "access-list remark" statement, it's deleted the whole ACL
