Description (partial)

Symptom:
When the tread hangs there be no outbound calls placed and all calls in the campaign will get put into a pending status.

MIVR logs will show that the campaigns are processing new incoming contacts, but there will be no SIP Invite sent from UCCX to initiate the call.

Conditions:
This looks to happen with systems that have a high amount of outbound campaigns and a high volume of outbound calls.
