Symptom:
After upgrade on device from 5.3.2 to 6.5.3, the following log messages began appearing sporadically:

RP/0/RSP1/CPU0:2020 Feb  5 14:37:00.082 EST: epm_switch_rp[60]: %PLATFORM-EPM_SWITCH-6-EOBC_LINK_EXCESS_ERR : EOBC port 9 has excess errors CRC errors or MAC rcverr

Causing the following counters to increase in multiples of 765357:

Conditions:
Software upgarde triggered the condition

There are two times the issue appears:
1. Without any intervention, counters increase on multiples of 765357 (Hex conversion of 765357 gives 0xBADAD)
2. When clearing counters for port 9 on RSP1:

RP/0/RSP0/CPU0:CHRXNCGV2AW#clear controller epm-switch mac-stats 9 location 0/RSP1/CPU0
Port:9 mac stats counters are cleared
