Description (partial)

Symptom:
User cannot change username / snmp-server user password via the config replace feature.

Conditions:
Only applicable when attempting to change the username password with an associated snmp-server user via config-replace or manually trying to config usernam/snmp-user using encrypted password .  Not applicable to changing a username password when they don't have an associated snmp-server user.
