Description (partial)

Symptom:
Intermittently H323 stack fails to initiate during boot. No warnings are displayed other than an error in main. The endpoint does not appear to be listening on tcp 1720 per netstat and calls fail with cause 'System not ready'.

Main.log shows error:

2020-04-02T12:20:25.174+00:00 eventlog[2771]: E Unable to connect local Q931 Server Socket. H323 unable to init, id.local:44 id.global:0 cause:3 addr:192.168.20.56:1720 Please reboot!

Conditions:
This has been reported in customer environment with Webex Room Kits, Codec Plus, and SX20 (sw CE9.6.2, CE9.8.0, CE9.10.0, CE9.10.1) so far and appears to be related to the H323 stack initializing before DHCP bind is complete.
