Description (partial)

Symptom:
ifo_ea process crash on A9K-MOD80-SE on cxr.
libifo_ea_pd.dll is not getting loaded due to not enough data segment memory.
LC/0/1/CPU0:Apr 20 18:51:42 : syslog_dev[89]: ifo_ea[218] PID-594122: PID 594122: _dl_abort. libifo_ea_pd.dll:dllmgr: Failed to allocate data segment for dll libifo_ea_pd.dll [Not enough memory]

Conditions:
Crash can be seen after reload or router bring up with satellite config.
Issue is specific to CXR.
