Cisco Bug: CSCvt67279 - VMM manager got EventId wrapped after huge amount of events produced by vCenter

Symptom: After VMware vCenter generates a huge amount of events and after the eventId increments beyond 0xFFFFFFFF, the Cisco APIC VMM manager service may start ignoring the newest event if the eventId is lower than the last biggest event ID that Cisco APIC received. As a result, the changes to virtual distributed switch or AVE would not reflect to the Cisco APIC, causing required policies to not get pushed to the Cisco ACI leaf switch. For AVE, missing those events could put the port in the WAIT_ATTACH_ACK status. Conditions: This issue occurs when VMware vCenter generates a huge amount of events that exceeds 0xFFFFFFFF(4294967295).
