Symptom:
After upgrading to release 4.2(3q), Fibre Channel interfaces go down with the following faults:

Fault 1:
Code: F3248
ID: 8590001010
Description: FC port unsupported configuration detected, reason:unsupported-admin-speed
Affected Object: topology/pod-1/node-10/sys/fc/fcphys-[fc1/37]
Cause: fc-port-unsupported-config

Fault 2:
Code: F3307
ID: 8590001161
Description: Port is down, reason:inactive on node 10 of fabric Fabric10 with hostname FAB10
Affected Object: topology/pod-1/node-10/sys/fc/fcphys-[fc1/37]/fcphys
Cause: interface-down

Conditions:
This issue is seen after upgrade to the 4.2(3q) release.
