Cisco Bug: CSCvt66767 - ESC fails to detect IPv6 VNF network gateway down when gateway is a link-local address

Symptom: When the VNF network is IPv6 and its default gateway is configured as a link-local address, ESC's gateway check function will fail to defect when gateway reachability is lost. As a result when VNF monitoring fails, ESC will not progress the VNF to recovery since recovery is only entered when the gateway is reachable. This logic ensures that live services are not impacted by higher order network level impairments. Conditions: VNF network is IPv6 and the default gateway is configured as a link-local address.
