Description (partial)

Symptom:
Bandwidth reported across zones/pipes is doubled when an inbound call to a CMS call bridge group requires a redirection and outbound invite from CMS using the replace header.

Conditions:
Expressway has multiple neighbor zones configured to CMS nodes in the same call bridge group and has the zones configured to meeting server load balancing.  The issue happens if the call lands on the incorrect CMS initially and a CMS generated invite is sent in response to redirect the call.
