Description (partial)

Symptom:
When turning on the Packet Duplication. The traffic get duplicated to 2 IPSec Tunnels. However, when one of the WAN link got disconnected (physically disconnect at the WAN Port), the traffic get impacted and the traffic cannot be sent out using the other link anymore.

The test version are 19.2.099, 19.2.1
Platform ISR1100-4G 

Conditions:
When disconnecting the physical WAN link, the traffic stopped to sent over WAN. However, when there are lost in the middle to the Provider Network occur Eg. 100% at ISP side, the traffic still gets duplicated fine. 

The condition for this symptoms is that if the physical link got disconnected, the problem will occur
