Description (partial)

Symptom:
Crash due to heartbeat timeout from CMCC and CMFP.

Conditions:
* Soft parity errors reported repeatedly. 
* CPU HOGs are seen.
* heartbeat timeouts from CMCC and CMFP are seen. 
* Crash due to heartbeat timeout.
