Description (partial)

Symptom:
When attendees join the Event via mobile client, VoIP users are not muted in immediately. Trying to Mute mobile devices is intermittent.

Conditions:
Meeting type: Event Center
Client version: WBS40.2
User joining via mobile client and internet audio
