Symptom:
The following or similar message can be seen in /var/log/nms/vmanage-server.log :

vmanage-server.log:31-Mar-2020 20:16:17,097 UTC WARNING [vm2] [RetryLogic] (vManage-correlation-engine-link-update-dispatcher-32) |default| Transaction failed and will be retried in 954ms: org.neo4j.driver.v1.exceptions.TransientException: Database not up to the requested version: 99583555. Latest database version is 99565990
