Description (partial)

Symptom:
ISIS may not update the backup path in RIB when node protecting TI-LFA is enabled.

Conditions:
If the node-protecting TI-LFA does not find any backup, bit the link protecting TI-LFA found one that chnaged from the last one, ISIS would not push new update to RIB.
