Symptom:
12.5.1(SU)2  
SLM communication is failing with CSSM when using proxy. If publisher node restart happens it will trigger SLM service restart in CUCM and which in turn making proxy settings to default. Once it changes to default, since there is no proxy details it will fail to communicate via proxy.

If DNS configured, once proxy connection fails it will automatically register via direct method instead using proxy.

Conditions:
CUCM 12.5.1(SU2) using Proxy
Issue is on builds 12.5.1.12900-115 (12.5 SU2) through 12.5.1.13026-1
