Description (partial)

When enabling Legacy Mode in a BD, APIC is suppsoed to re-deploy the BD automatically. However, the re-deployment is not triggered when the static port (fvRsPathAtt.encap) in the EPG already uses the same VLAN specified in the legacy BD VLAN (fvAccP.encap).

When re-deployment is triggered:
   <li> Config: BD 1 - EPG 1 - e1/1 (VLAN 100)</li>
   <li> Enable Legacy Mode with VLAN 200 in BD 1 <li>

When re-deployment is NOT triggered (THE ISSUE):
   <li> Config: BD 1 - EPG 1 - e1/1 (VLAN 200)</li>
   <li> Enable Legacy Mode with VLAN 200 in BD 1 <li>
