Cisco Bug: CSCvt60324 - IW3702 auto bridge fail to associate in channel 36 after reload both APs

Description (partial)

Have IW3702 autonomous AP1 & AP2 configured with auto-bridge role,
and channel is configured to 36 under 5G band. First make sure the wireless bridge 
association is successful, and reload AP1 & AP2.
Observed after AP finished reload, AP2 could not associate to AP1.

1) Load 8.5 CCO image ap3g2-k9w7-tar.153-3.JF.tar to IW3702 autonomous AP1 & AP2,
   configure station role of radio 1 of AP1 and AP2 to auto-bridge, and channel is
   configured to 36.

2) Make sure wireless bridge association between AP1 & AP2 is established successfully;
   Where AP1 mode is AUTO_ROOT after stable association,
   AP2 mode is AUTO_NON_ROOT after stable association.

3) Now reload AP2 & AP1 at about the same time.

Observe that AP2 is failed to associate with AP1.
