Description (partial)

MRA clients are getting unregistering causing calls to get dropped and unable to place or receive calls.

1.	Call is established from Tandberg client to ccm endpoint.
2.	TP initiates transfer by sending sip REFER message
3.	Cucm responds with 202 Accepted
4.	However, contact header of this sip 202 Accepted message contains contact header with # in it
5.	This # character should have been replaced with %23 before sending it out to remote endpoint
6.	Upon receiving above 202 message, TP resets tcp connection towards MRA (and then with the ccm)
