Cisco Bug: CSCvt56853 - CHS:78xx and 9951 phones cannot display some Chinese characters

Description (partial)

Symptom:
Chineese special character 鍒,焄 ,翀  is not displaying on 78XX  and 9951 phones. Instead of displaying the character  鍒,焄 ,翀   it is displaying as null character (square box). 
 
Issue is easily reproducible in LAB an found that it is an issue with the locale.

Customer is on:
CUCM 12.5.1.11900-146
Locale installed (latest): cm-locale-zh_CN-12.5.1.2000-1
 
Also tested on 11.5.1 with the latest locale and use 7821 phone issue is same.
 
Display of the character is proper when we use Chinese Taiwan locale, but customer want to use same Chinese locale (Simplified Chinese (std Chinese locale) instead of Traditional Chinese (Taiwan locale))

Conditions:
issue with cm-locale-zh_CN-12.5.1.2000-1.
