Description (partial)

Modem ends up in an incorrect TCS due to a primary channel change (primary load). This incorrect TCS is selected due to the LB algorithm not giving preference to OFDMA channels over SCQAM channels and only considering the number of channels.

trigger primary load balance to happen in which modem will change its primary channel. This will make the modem rerange on US. If you have a Upstream bonding group with a total of more channels (only SCQAM) than the upstream bonding group that contains the OFDMA channel(s) the LB algorithm will select incorrectly the SCQAM bonding group due to the amount of channels is higher.
