Description (partial)

Symptom:
"no shutdown" for FEX Host Interface(HIF) does not work after upgrading/downgrading software
when "shutdown" configured on HIF before upgrading/downgrading.

Conditions:
FEX is connected to Nexus 9000 series.
Before upgrading/downgrading software, FEX Host Interface (HIF) and fex-fabric port are shutdown via Command Line Interface(CLI).
After upgrading/downgrading software, no shutdown on fex-fabric por to bring up the FEX.
After FEX comes online, then no shutdown for HIF not work.

This symptom is observed when upgrading/downgrading software between 7.x releases.
This symptom is NOT observed when upgrading/downgrading software between 9.3(2) and 9.3(3).
