Description (partial)

Symptom:
++ Following the successful install of the CUCM 12.5SU2 onto the inactive version completes [selecting 'NO' for prompt: Automatic "Switch-version server after upgrade?"]:

- CM Admin page across all CUCM nodes in the cluster displays the message: 'Add/Update/Delete not allowed as a system upgrade is in progress'
- Finesse logins fail with error: "Incorrect username or password. Try again." [Regardless of the install not being started yet on the primary AXL provider]
- Seen for both local and LDAP users.
- But logins into the self-care portal on CUCM is successful for the same set of users.
- Seems like this affects all of CUCM integrations using AXL

- Once the switch version completes, Finesse logins will be successful again.
- Specific to CUCM 12.5SU2 upgrades.
- This issue is seen when upgrading directly to the CUCM 12.5SU2 version from any of the lower CUCM versions [without auto switch-version]

- Upgrading CUCM from to CUCM 12.5SU2 from any of the lower versions.
- Specific to CUCM 12.5SU2 upgrades.
- This issue is seen when upgrading directly to the CUCM 12.5SU2 version from any of the lower CUCM versions [without auto switch-version]

++ Steps to reproduce:
1. On a CUCM 12.5SU1 (or below), start install of CUCM 12.5SU2 [12.5.1.12900-28] on the CUCM Publisher node
2. Select 'No' for the prompt 'Switch-version server after upgrade?'
3. Wait for the install to complete.
4. Once SU2 has successfully installed onto the inactive partition [switch version pending], the above mentioned behavior can be seen.
