Description (partial)

Symptom:
When failing over from Active to Standby or during an upgrade, the port-channels with SPANed Native VLAN will go into error disabled on both sides (stakwise-virtual pair and downstream switches) due to "suspended: LACP currently not enabled on the remote port". The condition does not clear until after the destination span port is restored.

Conditions:
Catalyst 9500 stackwise-virtual running IOS-XE 16.12.2 which has a span session configured with a Native VLAN  as the source VLAN and the destination port is on the Active switch and a fail-over is performed.
