Description (partial)

Symptom:
Site A [oldBorder1 (UP) + oldBorder2 (Unreachable)] --- SDA Transit --- Site B [newBorder3 (UP)]

Cisco DNA Center 1.3.0.6 fails to add newBorder3 to Site B because oldBorder2 is *intentionally* down on SiteA (i.e. the device is being RMAed). 

The logs from Cisco DNA Center include the following:
