Symptom: Site A [oldBorder1 (UP) + oldBorder2 (Unreachable)] --- SDA Transit --- Site B [newBorder3 (UP)] Cisco DNA Center 184.108.40.206 fails to add newBorder3 to Site B because oldBorder2 is *intentionally* down on SiteA (i.e. the device is being RMAed). The logs from Cisco DNA Center include the following: **spf-device logs** PARR-BR-MDF(config-lisp-inst-srv-ipv4)#etr map-server x.x.x.x proxy-reply PARR-BR-MDF(config-lisp-inst-srv-ipv4)#use-petr 0.0.0.0 % Invalid address (0.0.0.0) **network-programmer** 2020-03-23 21:34:07,368 | ERROR | ew-shard-2 | | c.c.e.n.utils.ErrorCodeUtil | Invalid CLI after parsing is use-petr 0.0.0.0 | tld=TNT0, npRequestId=158c62c3-cbe5-471e-8519-7d08d0819545 Conditions: This was observed in a 3 node cluster Cisco DNA Center 220.127.116.11, in a multisite fabric SDA deployment.
