Description (partial)

Symptom:
Calls fail from a h.323 registered system and get stuck in a dialing state until manually ended.  The following message can be seen in the logs.

Diffie-Hellman generate operation failed: error:0506706E:Diffie-Hellman routines:GENERATE_KEY:key size too small

Conditions:
FIPS mode is enabled and the h.323 encryption key size is set to min1024.
