Symptom:
We are seeing inconsistent behavior with snmp traps from device NCS 5500(10.104.120.130).

We did a CLI admin shutdown on an interface only once and made it UP, but noticed in tcpdump there were two snmp down traps. PFA tcpdump. Due to this EPNM showing wrong alarm though interface is actually UP.
Testbed: 4.0 https://10.64.88.173/ - Root/Public123 for SSH & root/Admin@123! For UI
