Description (partial)

Symptom:
Currently when running the `show ntp peer-status` command the "reach" column is displayed in base(8) numbers. This makes it time consuming to convert this to binary to understand the visual representation of the reach over time. This bug is an enhancement request to add a command-line switch to enable a visual version of the output. 

Below is an example of current behavior (line 1) and proposed behavior (line 2) (note: The syntax "graph-reach" is example only and does not currently exist in NX-OS)

Conditions:
All current version of NX-OS use this standard Octal formatting when displaying `show ntp peer-status`.
