Release Note Symptom: Power-savings mode configuration fail observed in any of the following scenarios. 1) After configuring slices on a line card in power-savings mode and performing a VM reload (reload location all from XR), we will see a configuration apply failure on bootup. The slice shutdown configuration does not get applied and all slices (which are supposed to be in power-savings mode) are powered up. 2) Configuration of power-savings mode fails after successful commit and the %PLATFORM-APM-3-FAILED log message is observed.
