Symptom:
PulseQ increasing count on ISIS process generating error logs

isis COUNT will continuously increase and generate the following error logs

wdsysmon[481]: %HA-HA_WD-6-TOP_PULSEQ_USERS_INFO : Top 5 consumers of pulseQ: 
wdsysmon[481]: %HA-HA_WD-6-TOP_PULSEQ_USER : Top PulseQ User 0 PROCESS PID-942446 NAME = isis COUNT=60215 

Eventually PulseQ will reach a critical state:

wdsysmon[481]: %HA-HA_WD-4-PULSEQ_ALARM : PULSEQ STATE ALARM:IN STATE:CRITICAL STATE
