Description (partial)

Symptom:
When an hierarchical egress queuing policy is applied to 400 gig main interface
on an ASR9k 5th generation Ethernet line card with just a class-default parent shaper,
then the traffic matching the P1 priority queue in the child class may not be honored
and could have drops while competing with other lower priority classes for the parent
shaper tokens

Conditions:
The issue is only observed when
 - the egress policy is applied on the main interface
 - the egress policy has only a class-default in the parent and just a shaper action
 - the parent shaper is less than 400G and there is over-subscription at the parent between P1 and other queues
