Description (partial)

Symptom:
In certain failure scenarios, a vPC port-channel will come up in an STP blocking state and not recover.

Conditions:
*Back to back vPC.
*STP Bridge Assurance is enabled.
*Single switch becomes isolated (Core facing vPC, PKA and PL shut).
*Re-introduce switch (No shut PKA, PL; wait 60 seconds, no shut core facing vPC)
*Core facing vPC will come up in an STP blocking state and not recover.
*Issue confirmed in 6.2(24), 7.2(1)D1(1) and presumably all earlier versions but not confirmed.
*Issue does not occur on 7.3(5)D1(1).
