Description (partial)

Symptom:
Issue 1:
BGP Prefix with confed-external multipaths is setting nexthop to self when advertising the prefix to iBGP neighbor

Issue 2:
BGP using ebgp-multipath configuration for confed-multipaths

Conditions:
Issue 1:
1. eBGP multipath is enabled
2. BGP prefix has multipath over two (or more) BGP confed-external peers
3. BGP will set the nexthop to self when advertising the prefix to iBGP neighbor

Issue 2:
1. only eBGP multipath configured 
2. BGP prefix has two (or more) BGP confed-external paths
3. BGP will use eBGP multipath config for processing confed-external paths for multipath instead of iBGP multipath configuration
