Archive scanning is not started correctly When you setup a new WSA and you push the configuration from the SMA side. without ever enabling it before on the WSA. 

on the GUI you will have the archive scanning set to the correct action. but the archive scanning process would never come up. 

This will cause all archive files to be blocked on WSA with action: BLOCK_ARCHIVESCAN_12 if there was any filetype set to block.

1- Archive scanning was never enabled before on WSA side.
2- Enable Archive inspection/scanning on SMA then push to the WSA appliance.
3- having one of the file types set to Block.
