Description (partial)

Symptom:
Currently when lldp changes occur the lldpAdjEp mo is updated and it is immediately persistified to disk. If lldp adjancencies are changing frequently or if there are multiple adjacencies on a single interface this would cause constant writes leading to early ssd wearout.

Conditions:
The issue is seen when there are multiple write operations which results in the faster SSD degradation.  The fix is to
