Description (partial)

Symptom:
The ELAM shows the ARP request coming into the leaf on the correct port but there is no SRC_VLAN_MBR	even though the VLAN is not programmed on port-channel where frame is coming in on.

Conditions:
The issue only seemed to be specific to BUM traffic because if we forced a unicast ARP request traffic begin to work which is a bit puzzling considering the VLAN is not deployed. This was seen in a vmm integrated environment with intermediate HP VCs. This happened on two different sets of vPC leaf switches.
