Description (partial)

-       Issue was caused by over-subscription of the HyperV host's CPU due to concurrent migration of 37 VMs to the host. Thus causing CPU resource over-utilization of the hypervisor
- Loss of connectivity when migrating VMs to a HyperV host
- HyperV host is unable to add new VM networks for the migrated VMs 
- Because the HyperV opflex agent (aka ApicHypervAgent) is in a disconnected state
- ApicHypervAgent logs on the HyperV host show a 5 mins gap in the logs 
- Loss of opflex heartbeats (HBs) are also observed between the HyperV opflex agent and the connected Leafs
  - These HB losses are seen in OpflexElem logs on the connected Leafs
- These HB losses in OpFlexElem logs also coincide with a change of interface(s) on which the Leafs receive HBs from the 
   HyperV host
- The opflex connectivity between the Leafs and the HyperV restore automatically after 5 mins
