Symptom: In initial attach, MBReq is delayed by 10 sec from the MME for collapsed call and switchover during transient state. This is leading to recovery failure and resulting in counter "recovery-access-side-failure" increment. Conditions: In the initial attach scenario, "Modify Bearer Request" is arriving with 10 sec delay from the MME which is a significant delay. SGW recovery data is check pointed only when call is in FULLY CONNECTED state or Call should not be in transient state, but here call remains transient for 10 second. By this time recovery failure happens at the standby side in the absence of SGW recovery data and Collapsed(PGW+SGW) call becomes PGW call. In short when MBReq is delayed and recovery happens at Standby before that, will results in counter "recovery-access-side- failure" increment. In good/normal case, MBReq arrived without any delay and hence SGW recovery data got check pointed immediately at Active side without any failure.
