Description (partial)

Symptom:
Customers will see decreased storage performance, as compared to standard FNIC or earlier (6.5) ESXi releases. Specifically, kAvg under ESXtop will be high (greater than 1), and there will be a high number of "Split commands" or "PAE Commands". 

(On a well-tuned, healthy system, we would expect the kAvg and split commands be zero.)

Conditions:
ESXi 6.7 (U1, U2 as well).
Cisco VIC with NFNIC driver (4.0.0.X-49)
Typically seen under heavy load conditions only, or with very fast (all flash) arrays
