Description (partial)

Symptom:
When ESC is deployed in an AA geo redundant configuration, a datacenter switchover can result in the new ESC leader node becoming stuck in "running but not ready yet state".  Example:

In this state the redundant cluster is unable to process new deployment requests; services already under ESC management remain in-service, but reaction to service faults will be blocked until this condition is cleared.

Conditions:
ESC deployed in geo-redundant topology and datacenter switchover is initiated through either fault detection or maintenance.
