Description (partial)

Symptom:
On performing commit replace and loading back the bulk config, following issues may be hit.

1)BFD Sessions flap and/or sessions stays in "ADMIN DOWN" state. "show bfd session" shows bfd sessions flapping or stay down permanently.
2)Bundle Replication failure seen on loading back the bulk config loading. "show bundle <bundle>"  shows the following error "'OFA' detected the 'warning' condition 'OFA NPD SDK': Device or resource busy" and "L2-BM-4-ERR_OP_RETRY_THRESHOLD" messages show up in console every 10 mins.
3)"fpd auto-upgrade enable" CLI may fail on loading bulk config after a commit replace. Following error will be encountered.
'CfgMgr' detected the 'fatal' condition 'This configuration has not been verified and can not be accepted by the system.'

Conditions:
Trigger for these issues is follows
Step 1 : Commit replace to remove the entire config
Step2 : "Rollback configuration last 1" or load the entire bulk config using "copy <saved-config> running-config" or "Load <saved-config>, followed by Commit"

After Step2, any of the above mentioned issues may be hit.
