Description (partial)

Symptom:
Case 1: //IMP 11.5.1 SU7
1. Created user1@cisco.com on the CUCM and assigned this user to the IMP
2. cisco.com is present in the domain GUI page
3. Unassigned the user on the CUCM side
4. Deleted the user on the CUCM
5. User not present anymore on the IMP but cisco.com domain is still a system managed domain
6. Cisco Sync Agent restarted
7. cisco.com is only now a Administrator managed domain
8. There was no notification that Cisco Sync Agent restart was needed

Conditions:
We cannot delete domain after we delete all users with the same domain.
