Description (partial)

Symptom:
When changing FI FC mode from Switching to End Host, when subordinate FI reboots, it causes the FC Storage ports on Primary FI to get disabled causing an outage.

Conditions:
Seen on UCS 3.1(3b) and also UCS 4.1(1a) versions, on different models of FIs
