Description (partial)

Symptom:
CLI option to turn off the functionality of MME sending "NR UE Security Capability" IE and "UE Additional Security Capability" IE

Conditions:
MME will be replaying to "UE Additional Security Capability" (received in Attach/TAU request) IE in Security Mode Command
  
MME will be including/sending the "NR UE Security Capability" IE  over S1AP as part of below Messages

     INITIAL-CONTEXT-SETUP-REQUEST

     PATH-SWITCH-REQ-ACK 

       -> If eNodeB sends "NR UE Security Capability" IE in PATH SWITCH REQUEST , the same will be copied and send in       PATH SWITCH ACK else it will be parsed from "UE Additional Security Capability" (received in Attach/TAU request) and sent accordingly in PATH SWITCH ACK

     UE-CONTEXT-MODIFICATION-REQUEST

     HANDOVER-REQUEST

     DOWNLINK-NAS-TRANSPORT

Also MME including the "UE Additional Security Capability IE" in MM Context  over S10 as part of below messages

     FORWARD RELOCATION REQUEST
     CONTEXT RESPONSE
     IDENTIFICATION RESPONSE
