Description (partial)

Symptom:
A VMMmgr crash maybe observed in a scaled environment with 20+ Floating L3Outs.

Conditions:
VMs are associated to a portgroup with Floating L3out configuration.
All Floating L3outs are recreated/deleted without detaching the VM portgroup.
Since the VMs were not detached from the portgroup, VMMmgr will continue to delete the DVS in VC,
which will fail in VCenter as the portgroups are still attached. This task will continue forever and leads eventually to a crash of VMMmgr.
