Release-note Symptom: When a saved config which contains bgplu configs with the bgplu hw-module cli (hw-module profile cef bgplu enable) is loaded on a box and reload of the LCs is not done, existing features like BFD can get impacted and dont come up due to inconsistent macnh allocation Conditions: During config load on a box (say after a pxe boot), if there is BGP LU config with the hw-module CLI for BGPLU, even though bgplu prefixes are not being recieved/advertised, proceeding with the LCs not reloaded can result in inconsistent behavior for the other existing features like BFD.
