Symptom:
When performing a downgrade from 4.0(3d) to 3.2(9b) of the APIC cluster it fails with the following errors in the insieme_installed.log:
2020-02-21 14:51:27,061 INFO Please check whether TPM initialization has been performed correctly. To reinit the TPM, follow TPM provisioning steps

Conditions:
APIC downgrade from 4.0(3d) to 3.2(9b)
