Description (partial)

Symptom:
While having an existing SNMPv3 template in which we already have an x number of users added and all of them have authentication and privacy password set as a global value,  if we add a new user into this template with all parameters configured as global as well, the vManage will request to fulfill the SNMPv3 authentication and privacy passwords again for all  existing users and the new one.

This also  happens with  brand new templates, so if we configure a new template and configure the SNMPv3 authentication and privacy passwords as global, the vManage will again request the user to submit the values before we can attach the template.
