Description (partial)

Symptom:
The tunnel destination IP address is not leaned in EPM as a VTEP endpoint.

Conditions:
The issue is observed following a clean boot of a leaf switch when the VTEP tunnel interfaces in EPM have no physical interface. This will cause the endpoints received on the tunnel to be not learned.
