Description (partial)

Symptom:
ISIS Level value incorrect in Database causing Inventory sync Alarms to be raised on Level 3

Conditions:
Steps:
1) Add a ASR9k device with ISIS config
2) Sync the device
3) Once completed , we see ISISNEIGHBORINFO table has incorrect ISIS Level ( Level 3), where in device its ISIS Level 1. we have only two ISIS level, Level-1 and Level-2 only.
4) now create a LINK DOWN on a port which is part of ISIS group.
5) Sync the device

Result:
Inventory sync creates below Alarms with incorrect ISIS Level, which is referring to ISISNEIGHBORINFO for details on ISIS Level.

1. Device: IPADDRESS: Adjacancy to 0001.0000.0025 (Interface:Bundle-Ether1) (level3IS) Changed to failed - generated due to device synchronization
2. Adjacency to HOSTNAME (Bundle-Ether1) (L3) Down - generated due to device synchronization
